Such has always been the way of Kanto - one of the most easygoing and family friendly regions in the world. Until Team Rocket hit.
Not attacked, hit. But then again, that might be too strong of a word. It started out slow (many, many years ago, in fact), and at its start nothing was noticed. One big company - they call it Silph Co. - was just slowly starting to monopolize the others. Why buy from that shop down the road when Silph did it cheaper, more efficiently, and had overall better quality? There was simply no comparison. So no one really noticed as they built their empire - buying out a business here, securing a deal there - no biggie, right? No, none at all. And, perhaps if Silph Co. had been a more honest - a more law abiding company - perhaps things would have been for the better.
But no, the leader (his name is not known to the public, but they tend to call him Faceless) was much more crafty than that. He considered himself limitless - and what were laws but needless restrictions? So he dabbled in the illegal, and found it wildly popular. So much that he set up an underground organization - they call it Team Rocket to deal with these affairs. Under his command, of course.
This sort of business needs other businesses, something Faceless knew firsthand - however, he was not content with just buying them out. No. He would be a "criminal for the community." Monopoly was no fun when you didn't even care for the products any more. So, recently, he and his gangs of thugs have been... well, they call it pressuring. "We won't do x if you pay us y amount of money and do z." It worked much better than they anticipated, and now they're starting to go for the general public - the civilians.
The citizens of Kanto soon realized this mess (too late, but they can hardly be blamed), and called upon their Champion to rid them of the despicable mob. This would have worked had it not been for the fact that their leader, their real defense - had disappeared.
There is one other group that can take care of the Rocket menace, calling themselves the Rangers. Though existing for many, many years, the general public was largely unaware of their existence - there had never been any trouble in Kanto before, so why care for their "police"? Called upon for the first time in decades, the Rangers were caught completely unaware, being totally understaffed. They're trying to train their ranks and organize themselves so that they actually have a chance against the rocket menace, but only time will tell if they actually get anywhere with this. It's been about three years since the start of this, and Ranger enlistment has been the lowest ever. Maybe the people of Kanto just don't want to get their hands dirty.
And yet, somehow, life goes on. Trainers train to be the best and take the Champion's spot as Kanto's white knight. Breeders put together their farms prudently, and make shrewd business moves (to avoid detection from TR, of course). Coordinators strive to become icons despite it all, though many know the dangers of attention - wanted and not.
How will you live your life? Rocket, Ranger, Trainer, Coordinator, Breeder, Civilian - all playing a part in this brave new world of fear and power. A tug of war between a weak majority and the overpowering minority. From the ashes we can rise - or fall - as a whole. The choice is yours. So choose.
